Land : मूळ गावठाण प्रमाणपत्राला आता तलाठी, मंडळ अधिकाऱ्यांची ‘NOC’ आवश्यक, चुकीचे दस्त नोंदणी केल्यास गुन्हा..
विविध प्रकारच्या मिळकती या मूळ गावठाण हद्दीत नसतानाही ग्रामसेवक नमूना नंबर ८ मध्ये मूळ गावठाणमध्ये असल्याचे दाखवून प्रमाणपत्र देतात. अशाच प्रमाणपत्रांवरून आजपर्यंत शहरांना लागून असलेल्या गावांमध्ये हजारो मिळकतींची नोंदणी केल्याचा धक्कादायक प्रकार समोर आला आहे. त्यामुळे जिल्हाधिकाऱ्यांनी मूळ गावठाण असल्याचे प्रमाणपत्र देण्यासाठी तलाठी आणि मंडळ अधिकाऱ्यांचेही नाहरकत प्रमाणपत्र (एनओसी) घेण्याचे बंधनकारक केले आहे.
विना एनओसी प्रमाणपत्र देऊन दस्ताची नोंदणी केल्याचे समोर आल्यास गुन्हा दाखल करण्याचे आदेश जिल्हाधिकारी आस्तिककुमार पाण्डेय यांनी बुधवारी (दि.२३ ) काढले आहेत. या आदेशामुळे ग्रामसेवकांच्या ‘अर्थपूर्ण मनमानीला चाप बसला आहे.
मूळ कोणत्याही गावातील स्थावर मालमत्तेची नोंदणी करताना ग्रामसेवकाने दिलेले मूळ गावठाण प्रमाणपत्र आणि कर आकारणी प्रमाणपत्र (नमुना नंबर ८) आहे की नाही, याची पाहणी नोंदणी विभाग करते.
परंतु अनेक ग्रामसेवक, ग्रामविकास अधिकारी अधिकाराचा दुरुपयोग करून मालमत्ता मूळ गावठाणात नसतानादेखील नमुना नंबर आठमध्ये मूळ गावठाण असल्याचे प्रमाणपत्र देतात. या माध्यमातून ग्रामसेवकांनी मोठी मायाही गोळा केली आहे. परंतु आता ग्रामसेवकाला, ग्रामविकास अधिकाऱ्याला संबंधित मालमत्ता ही मूळ गावठाणमध्ये असल्याचे आणि महसुली गट नंबर किंवा सर्वे नंबरमध्ये नसल्याचे तलाठ्याकडून तपासणी करून घ्यावे लागेल.
तसेच तलाठ्याच्या अहवालावरून मंडळ अधिकाऱ्यांकडून प्रमाणपत्र घ्यावे लागणार आहे . त्यानंतरच मालमत्तेची दस्तनोंदणी करावी, असे जिल्हाधिकाऱ्यांनी आदेशीत केले आहे. ८ अ मध्ये गट नंबर किंवा सर्वे नंबर आढळून आल्यास अकृषिक (एनए) आदेश आवश्यक केले आहे.
दुय्यम निबंधकांनी वेधले होते लक्ष..
दस्त नाकारण्याचे अधिकार दुय्यम निबंधकांना नसल्याने ग्रामसेवक त्याचा गैरफायदा घेत होते. विशेष म्हणजे, शहर व जिल्ह्यात अशा बनावट प्रमाणपत्रांवरून मालमतांची नोंदणी केली जाते. चुकीच्या पद्धतीने हजारो प्रमाणपत्र दिल्याचे आणि त्याद्वारे नोंदणी होत असल्याचे दुय्यम निबंधकांनीच जिल्हाधिकाऱ्यांच्या निदर्शनास आणून दिले.
छत्रपती संभाजीनगर आणि इतर शहराला लागून असलेल्या गावांमध्ये असे हजारो प्लॉट विक्री झाले आहेत. जिल्हाधिकारी पाण्डेय यांनी ही बाब गांभीर्याने घेतली असून ग्रामसेवकांच्या मनमानीला चाप बसविण्यासाठी २३ ऑगस्ट रोजी आदेश काढले आहेत.
चुकीचे दस्त नोंदणी केल्यास गुन्हा..
ग्रामसेवक, ग्रामविकास अधिकाऱ्याने महसुली गट नंबर किंवा सर्वे नंबरमधील भूखडाला मूळ गावठाण हद्दीत असल्याचे प्रमाणपत्र दिले. नमुना नंबर ८ ( कर आकारणी पत्रक) मध्ये गट नंबर, सर्वे नंबर नमूद न केल्याचे दिसून येताच ग्रामसेवकांवर नोंदणी अधिनियम १९०८ चे कलम ८२ नुसार गुन्हा केल्याबाबत ८३ नुसार नोंदणी महानिरीक्षकाच्या परिपत्रकानुसार फौजदारी प्रक्रिया सुरू करावी, असेही जिल्हाधिकाऱ्यांनी आदेशात म्हटले आहे.
