भूमी अभिलेख विभागाने जमिन मोजणीसाठी ‘ई – मोजणी’ ही संगणक प्रणाली अद्ययावत केली असून आता ई – मोजणी 2.0 ही नवीन प्रणाली आणली आहे. त्यानुसार मोजणी प्रकरणांमध्ये जमिन मोजणीसाठी जीआयएस आधारीत रोव्हर्स मशिन या आधुनिक तंत्रज्ञानाचा वापर करून मोजणी करण्यात येते. या मोजणी नकाशावर अक्षांश व रेखांश (कोर्डिनेट्स) असलेली जमिन मोजणीची ‘क’ प्रत उपलब्ध करून देण्यास शासनाने परवानगी दिली आहे.
भूमि अभिलेख विभागाकडून जमिनीची हद्दकायम, पोटहिस्सा बिनशेती, कोर्टवाटप व कोर्टकमिशन व विविध प्रकल्पांकरिता भूमी संपादन आदींसाठी मोजणीचे काम केले जात आहे. मोजणी झाल्यानंतर अर्जदारांना मोजणी नकाशाच्या ‘क’ प्रती पुरविल्या जातात.
या मोजणी नकाशाच्या क प्रतीमध्ये जागेवर प्रत्यक्ष मोजणी वेळी वहिवाटी अथवा ताब्याप्रमाणे अभिलेखाप्रमाणे येणाऱ्या हद्दी दर्शवून योग्य परिमाणात संबंधित टिपा नमूद मोजणी नकाशाची ‘क’ प्रत पुरविली जाते. सध्यस्थितीत जमिन मोजणीसाठी जी. आय.एस आधारीत रोव्हर्स व इलेक्ट्रॉनिक्स टोटल स्टेशन मशिन आदी अत्याधुनिक तत्रंज्ञानाचा वापर केला जात आहे. तसेच मूळ भूमापन नकाशांचे डिजिटायझेशन व जिओ रेफरन्ससिंग केलेल्या नकाशांचा वापर केला जात आहे.
तसेच मूळ भूमापन नकाशांचे डिजिटायझेशन व जिओ रेफरन्ससिंग केलेल्या नकाशांच मोजणी नकाशा अंतिम करताना आधार नकाशा म्हणून वापर करण्यात येत आहे.
तसेच ई मोजणी 2.0 या संगणक प्रणाली नंदुरबार व वाशिम जिल्ह्यांमध्ये तसेच इतर जिल्ह्यातील तालुक्यामध्ये लागू करण्यात आलेली आहे. टप्प्याटप्प्याने ही संगणक प्रणाली संपूर्ण राज्यात लागू केली जाणार आहे. ई मोजणी 2.0 या संगणक प्रणालीद्वारे स्वीकारण्यात येणारे मोजणी अर्ज जीआयएस आधारीत रोव्हर्सद्वारे मोजणी करण्यात येत आहे. त्यामुळे मोजणी नकाशामध्ये प्रत्येक हद्दीचे अक्षांश व रेखांश प्राप्त होत आहेत.
त्यामुळे जमिन मोजणी प्रकरणांमध्ये लगतच्या धारकांचे हद्दीबाबत मोजणीवेळी मानवी चुकांमुळे होणारे लगत गटांमध्ये एकमेकांच्या हद्दीत जाणे अथवा दोन मोजणीमुळे हद्दीमध्ये अंतर पडणे यासारखे वाद, तक्रारी कमी होण्यास मदत होणार आहे.
त्यामुळे भूमि अभिलेख विभागाकडून सर्व मोजणी जीआयएस आधारित मोजणी नकाशे पुरविताना अक्षांश व रेखांशासह नागरिकांना मोजणी नकाशा पुरविण्यास तसेच मोजणी नकाशे अक्षांश व रेखांशासह भूमी अभिलेख विभागाच्या पोर्टलवर प्रसिध्द करण्यास शासनाने मंजुरी दिली आहे. याबाबतचा शासन निर्णय महसूल विभागाचे सहसचिव संजय बनकर यांनी जारी केला आहे.

ई – मोजणीचे होणार हे फायदे ..
‘ई-मोजनी’ ॲप्लिकेशन विभागाच्या अधिकाऱ्यांना सर्वेक्षणाच्या विनंतीवर अचूकपणे प्रक्रिया करण्यास मदत करते आणि नागरिकांना सर्वेक्षणाची तारीख, सर्वेक्षणाची वेळ, सर्वेक्षकाचे नाव, सर्वेक्षण शुल्काचे मूल्य इत्यादी महत्वाची माहिती त्यांनी अर्ज करताच प्रदान करते.
हे ॲप्लिकेशन विभाग अधिकाऱ्यांना मोजमाप प्रकरणांची चलन तयार करण्यात आणि सर्वेक्षण शुल्क संकलनाचा मागोवा घेण्यास मदत करते.
या ॲप्लिकेशनद्वारे व्युत्पन्न केलेले ऑनलाइन एमआयएस, विभागाच्या अधिकाऱ्यांना या प्रकल्पाची एकूण स्थिती समजून घेण्यात मदत करते जसे की सर्वेक्षण प्रकरणांची संख्या, प्रलंबित प्रकरणांची संख्या, कमावलेला महसूल इ. सरासरी, अर्ज प्रति 1.75 लाखांपेक्षा जास्त मोजमाप विनंत्या हाताळतो.
DGPS किंवा रोव्हर्स वापरून नवीन सर्वेक्षण केले जातील आणि त्याचा परिणाम भू – संदर्भित अचूक नकाशे मिळतील जे GIS प्लॅटफॉर्मवर अपलोड केले जातील. हे रेकॉर्ड ऑफ राइट्स डेटा बेसशी देखील जोडले जाईल. अशा प्रकारे कोणताही नागरिक वेब GIS प्लॅटफॉर्मवर, त्याच्या / तिच्या जमिनीचे अचूक स्थान आणि परिमाणांसह मालकी तपशीलांसह पाहण्यास सक्षम असेल.
